The aim of this study is determining teacher's qualifications inTurkey, which is in adaptation process of EU, and finding out the levelof teachers according to defined qualifications. At first, conceptualframework has been developed with the help of literature. Theconceptual framework has been used in developing infrastructure ofDelphi technique.This study was made as a case study. The study was made bypre and post administration of measurement tools that were developedaccording to teacher qualifications has been determined by Delphitechnique. The teacher' universe of the study was composed ofteachers in primary and secondary schools at Mamak and prospectiveteacher universe of the study was composed of fourth grade studentsin education faculties of public universities whose language ofinstruction is Turkish. 440 teachers and 417 prospective teachers werecomposed the sample of the study. Three observers observed 115teachers for two hours and by this way 230 hours observation wasmade. At the same time, interviews had been made with 78 teachers.Five types of tools were used to collect data for the study. Delphitechnique to find out teacher qualifications, questionnaire (137 itemedand five likert type) to find out the perceptions of teachers aboutqualifications and prospective teachers opinions of about teacherqualifications, 53 itemed observation form to find out observablequalifications of teachers in learning-teaching process. The interviewform was used to find out opinions of the teachers about themselvesand their colleagues? qualifications. Some data needed about teacherswere collected by information sheet. The researcher developed themeasurement tools and their pre applications, reliability tests andconsultation for the experts were done.Collected data were analysed by SPSS pocket program.Arithmetic means and standard deviations were used to defineteachers? qualifications by Delphi technique. Frequencies, percentagesand means were used to comment on the answers of teachercandidates for their answers about teacher qualifications. Datagathered by observation interpreted by using means and data gatheredby interview interpreted by using frequencies. Independent samples ttest,variance analysis, Krusskall-Wallis H Test and Mann-Whitney Utest were used in comparisons.Some of the findings of the study are as follows: it is found outthat teachers think that they are qualified in pedagogical knowledgeand professional development and highly qualified in subject matterarea and national-international values. Teacher qualification teachercandidates who were educated in-service training are high and there isno significant difference in braches of teachers according to theirperceptions. According to the opinions of teacher candidates, teachersare partly qualified in pedagogical knowledge, subject area andprofessional development. With the opinions of teachers? candidates,teachers are qualified in national and international values. Whileanalysing the difference in opinions of teachers' candidates, significantdifferences between the students of classroom teacher programme andother teacher training programmes were realised. Moreover, there aresignificant differences in the opinions according to the universities ofstudents. According to observation results, teachers are partly qualifiedand teachers who were graduated from the faculties of education aremore qualified. There is no significant difference in points of observeraccording to branches of teachers. According to the findings ofinterviews, great majority of teachers thought that their colleagues arenot qualified and they criticized them. Although great majority of theteachers think that they are qualified enough, most of them think thatthey are unqualified in various areas. When teachers believe that theyare qualified, observers and teacher candidates are found partlyqualified.As a result of the study, 137 qualification items that a teachershould have were determined with dividing four-qualification area.Questionnaires and observation forms were developed according todefined qualifications. In the research, teachers? perceives about theirweakness and subjects they are good at, discovers about otherteachers? weaknesses and subjects that other teachers are good at,and teachers? performances in the class was designated. Afterinterviews, a description of a general picture about properties thatshould be in a teacher and general state of teachers is made.According to the results, the suggestions were developed.
