This study aimed at determining public primary education schools' teachers and managers' views on Organizational Citizenship Behaviors (OCBs) and to expose the relations of between OCBs and perceived Organizational Justice. The research population was constituted by 390109 teachers and managers who are working in the public primary education schools in seven different regions of Turkey. In order to constitute this research 710 teachers and managers were used as samples.The Questionnare named "The organizational Citizenship Behaviors and Organizational Justice" developed by the researcher was conducted with the research sample. The SPSS (Statistical Package for Social Sciences) was used to analyse the data gathered by the research instruments and One Way Annova, t-test and multiple regression analyze has been used. According to the main findings of the research, teachers and managers generally were exhibited OCBs. They have negative thinking on each others' OCBs levels. The women think more negative on OCBs which got the managers. Education level, professions, sex, the periods of working that have being stayed in the same school affecting the views about OCBs and the Organizational Justice. Especially procedural justice is more effective than the other organizational justice dimensions.
