In this study, measure of women?s shelter was evaluated as an effective tool in dealing with violence against women, through the example of Turkey. In this context, the emergence of women?s shelters and the influence of the women's movement in the process of corporate growth was examined. The women's movement rising in the world in seventies and in Turkey at the beginning of the eighties made women's issues as policy matters. All forms of violence against women and unequal power relations between men and women have been questioned due to a problem has been described as social affairs. In this process the size of domestic violence for women has arised and shelters providing a safe environment away from the violence of women has come into question. The women's movement after eighties in Turkey, focused on dealing with domestic violence against women and legal and institutional achievements in this direction was obtained. Women?s shelter is the most important institutional achievements. This discussion topic within the framework of international and national regulations regarding the obligations of the state were examined and evaluated. The problems relating to structure and organization of the shelters in Turkey were discussed in the context of the responsibilities of the state and demands of women's organizations. Domestic violence against women in Turkey is a very common problem. Despite the legal obligations, State does not fulfill its obligations. Opening shelters and providing funding to women?s organizations are among the duties of the State.
