Özet
During the time dating from 1980s to present day, the intensity and efficaciousness of finance capital ascended throughout the world. At the same period national government applications which had been built previously on the financial system, were eradicated in Turkey as in many other countries. Instead, global governance applications were implemented in the late 1990s and along the 2000s. Eradication of national government applications included financial liberalization, commodification and diversification of financial instruments, privatization of public banks and establishment of independent central bank. Besides, implementation of global governance applications included reformation of the state according to ?good governance? perspective, re-regulation of the market according to ?corporate governance? perspective and development of financial sector assessment, independent audit and credit rating activities. The entire attempt, which was actualized through these reforms, can be named as ?Policy of Globalizing Turkish Financial System?, when the parent mission of the reforms is taken into consideration. Eventually, in this thesis study an ex-post evaluation of that public policy has been carried out. The ultimate goal of this policy evaluation study is to put forth the social validity status of the policy. It is examined here whether the policy is valid or not for the interests of the fundamental stakeholders who are chosen based on the primary social class formations existing in the society. On this ground, main social validity indicators of the policy have been propounded by evaluating the policy goals and policy outcomes
