Özet
This thesis is putting forward the reasons of water insecurity on the basis of access to water, and it is also an attempt to initiate a discussion on ?the right of water? which has an increasing importance for many countries, in the last decades. The basic assumption of this study is that considering water as an economic good causes violations of human rights and creating and/or deepening conflicts by creating water insecurity for masses. With the universally accepted ?right to water? peoples all around the world, who are facing water insecurity, would have the opportunity to access to sufficient and safe water. However, considering the right to water within the scope of solidarity rights, and the framework it requires, brings us to the point in addressing the issue in a more comprehensive manner and a wider spectrum. Consequently, the first part of the thesis, is discussing the ecological, cultural, ethical and administrative aspects of water security and the right to water and the second part is dealing with the very same issue by taking Turkey in its focus. Parallel to these, along with listing down the causes of water insecurity, which Turkey is facing from time to time; discussing the possibilities of the tension and conflict that may stem from the important water potential possessed by the country will be analyzed in detail.
