Actually International community experiences a globalised situation where theInternational Organizations like United Nations are founded for the purpose of safeguardingpeace, International Atomic Energy Agency, dedicated for "Atom for Peace" as well as nonproliferationof nuclear arms, naturally they experiences new challenges and difficulties infulfilling their mandates. The case in point is a nuclear crisis on the Korean Peninsula.The main purpose of this work is to seek ways and means out of stalemate in NorthEast Asia, caused by North Korea?s go-nuclear program. North Korea?s ambition to acquireand possess ?deterrence nuclear force? against ?US nuclear threat? date back to 1950?s, whenUS deployed troops in the region. After collapse of the Soviet Union and South Korea?sdeclaration of the ?Northern Policy?, North Korea lost its main economic, technical, militaryand financial support from its principal allies, USSR and China. In 2001-2003 when domesticeconomy stagnated and when it had to withstand alonge against USA, North Korean leaderscame to conclusion that ?nuclear deterrence force? is necessary for national security andsurvival.On January 10, 2003 North Korea announced its withdrawal from Non-ProliferationTreaty. Once, it suspended membership from the Treaty there are no legal obligations to holdNorth Korea further as non-nuclear weapon state.Six Party Talks, which USA, Japan, South Korea, North Korea, Russian Federationand China launched, seeking to find a peaceful resolution to the North Korean nuclearprogram, is an important diplomatic mechanism not only for denuclearization on KoreanPeninsula but for strengthening a global arms control and Non-Proliferation regime. If theNPT is a failure other nuclear threshhold states would have significant incentive to go nuclear.Indeed, there would be no fear of international condemnation or sanctions. Taiwan and SouthKorea, which face serious regional security threats and previously had proactive nuclearweapon program, would likely follow suit, igniting world-wide arms-race and spread ofnuclear arms weapons elsewhere.
