State aids that are generally defined as economical benefitsprovided directly or indirectly to companies or sectors that showeconomic activity, can be given for intentions such as: to promoteinvestments, increase employment, boost export, to help economicallychallenged companies and to restructure companies. State aids are notonly the indispensable interference instruments of the state; but alsomake very important contributions to the economy when usedexpediently.European Union that aims to enlarge the limits of the region ofstability and prosperity in Europe has regulated this means ofinterference considering them contradictory with the Common Marketfor their damaging impact to competition. While those aids that damageor threaten the competition and prevent trade between Member Stateshave been prohibited; others that are compatible with the CommonMarket have been enabled with some exemptions. The Commission isin charge of monitoring and controlling the state aids; with the basicprincipal of them being reported by the Member States to theCommission.Turkey, working to make its legislation compatible with theEuropean Union on the process of ?Full Membership?, has to adjust1its regulations in order to be consistent with the competition policy ofthe European Union. In this sense, there are steps to be taken toeliminate the system differences between the European Union andTurkey and adjusting the regulations regarding the state aids. Thereare some state aids to be eliminated and there are some aids to bemodified by Turkey on the process of Full Membership. With theconstitution of a new legal frame and establishment of an authority tomonitor and control the state aids, the aids will be given within a moretransparent structure providing a better competition environment.
