In this study, a survey research was conducted aiming at to find out the points of view of the local actors within the borders of the Ankara Metropolitan Municipality at the local administration reform realized in the period of 2004 and 2005. The goal of the study is to manifest the opinions of the local actors on center-local relations, which stipulate a fundamental change in the local administration system; the functions of city councils as a participation mechanism in the administration and the transfer of local services to the private sectors.In this study, it is argued that the local actors have not internalized the reform concerning the local administration and that the centralized trends are strong. According to the findings of the research, most of the local actors that they prefer a local administration favoring a power at the center and the regulations are not efficient enough in terms of inspection of central authority, transparency and participation.
