Özet
Nowadays, as it was in the past, of the main problems, the relation between rulers and ruled anes is the most important one. Especially hadiths which are the basis of sunnah in this subject, considered distinctly with respect to their meanings and receipt (subut). Therefare, we completely analyzed the hadiths which deal with the relation between ruler and ruler. In the introduction we analyzed the concept of (Ulu'1-emr) (those who have authority) as it understood by muslim scholors. In the end we concluded that this concept is used for every ruler, whatever his position is. In the first chapter, in the context of importance of responsibilty in Islam, we have tackled reflection conception of the of respansibility to the ad ministration. In the second chapter, we have analayzd the conditions rulers should have and accordingly their duties to the ruled ones within the concexts of Qur'an and hadith. In the third chapter we explained how the people should behave to their ru lers who behaved them properly. And we concluded that they both rulers end inled ones have mutual rights and duties. In the forth chapter, we, critically, tackled the narrations which lay down the ruler ruled relations (dividing them into two). In the fifth chapter, we dealt with, compratively, the ideas. Of contemporary and classical scholars on the subject. These ideas, have illuminated us from many respects. Haw was the subject analyzed in the past and how is it, being analyzed now is become clear for us after becoming awore of these ideas. Finally we have concluded that the rulers and ruled anes have mutual rights and duties, that obedience come aut after fulfilling these rights and duties, that there is no one sided obedience neither in the Qur'an nor in the sunnah of the porp- het.
