Özet
The problem of income distribution, which was thrown behind the growth target with neoliberal policies, came to the fore again with 2008 crisis and became one of the most discussed issues. Income distribution inequality consist of labor and capital inequality. Although, when mentioned inequality, inequality in labor income often comes to mind nowadays, the main source of inequality is inequality in capital income. The reason behind the inequality in capital income is the theory of private property, which was the basis of the liberal theory developed by John Locke in the 17th century. Capital accumulation that was legitimized with this theory has grown with support of capitalist production style and state policies. Only after the implementation of Keynesian policies in 18th centruy, its accumulation slowed down and even decreased. In this context, the problem of income distribution on the basis of ownership will be discussed and new public finance researches that were offered as a solution to solve this problem will be included.
