Özet
This study focuses on the potential of gender responsive budgeting processes on transforming gender inequalities based on practices at local level in Turkey. Strategic plans, performance programmes and budgets that local administrations develop within strategic planning process are key documents for ensuring gender equality and empowering women and girls. Therefore, there is an inevitable link between budgets and gender. The budgets which do not take into consideration gender perspective which are also called gender neutral or gender blind budgets strengthen gender inequalities. Gender responsive budgeting is a tool that integrates gender into policy making, planning and budgeting process of institutions. Based on the examples of Edirne Municipality, Eskişehir Metropolitan Municipality and Gaziantep Metropolitan Municipality, it can be seen that the role of gender responsive budgeting within the context of transformative equality is crucial. However, in order for gender responsive budgeting to bear results pertaining to transformative equality, local administrations should internalize gender Equality more deeply and should take more concrete and sustainable steps towards gender equality.
