dc.description.abstractBu çalışma, uluslararası ilişkiler disiplininde farklı bakış açıları sağlayan İnşacı yaklaşım çerçevesinde, Pakistan dış politikasının belirlenmesinde kimlik bileşeninin önemini ortaya koymaya çalışmaktadır. Bu bağlamda, çalışmanın araştırma konusu, "kimlik unsurunun Pakistan dış politikasına etkisi"dir. Fail olarak Pakistan İslam Cumhuriyeti devletine odaklanılarak yapılacak incelemede, Pakistan devleti açıklamanın kaynağı değil, aksine açıklanması gereken sorun olarak ele alınmaktadır. Dış Politika Analizi (DPA) olan bu çalışmada siyasi kimlik olarak kendilerini İslam Cumhuriyeti olarak tanımlayan ve tanınan Pakistan ve Afganistan devletleri arasındaki ilişki yapısı özelinde, Pakistan'ın Afganistan politikası analiz edilecektir. Yapılacak analizin merkezinde kimlik kavramı çözümleme aracı olacaktır. Çalışmada İnşacı yaklaşımın yönelim olarak seçilmesinin sebebi diğer geleneksel yaklaşımlara kıyasla İnşacı DPA modelinin kimlik, fikirler ve inançlara analiz çerçevesi içerisinde geniş yer ayırmasıdır. Pakistan dış politikasının kaynağı olarak Pakistan kimliğinin inşa süreci, İslamiyet motivasyonuyla Müslüman toplulukları bir araya getirme olgusu çerçevesine yerleştirilerek analiz edilmeye çalışılacaktır. Pakistan'ın toplumsal ve siyasal yaşamında en önemli unsurların başında gelen din olgusu, Pakistan'ın milli birliktelik motivasyonu ve temel yapı taşı olmuştur. Bir başka ifadeyle din, İslami milliyetçilik temelindeki kimlik inşası ile ülkeyi birlikte tutmak adına kullanılan bir ideoloji olmuştur. Kuruluşunda temel yapı taşı olan bu öğe, daha sonra Pakistan'ın hemen her siyasal hareketinde etkili bir inşa malzemesi olarak kullanılmış ve sürekli olarak dine atıflar yapılmıştır. İslam, Pakistan yönetimleri tarafından o kadar araçsallaştırılmıştır ki tüm siyasi yapılar, devlet kurumları ve ordu ile terör örgütlerinin tamamının ortak paydası din olmuştur. Ancak Pakistan, 1971 yılında kendisinin bir parçası olan Doğu Pakistan'ın bağımsızlığını ilan ederek Bangladeş Devleti olması ile İslam faktörünün veya din motivasyonunun ulus kimliği için yeterli olmadığını tecrübe etmiştir. Pakistan, Peştun milliyetçiliğini kendi bekasına yönelik büyük bir tehdit olarak algılamaktadır zira Peştunlar, Pakistan'ın en büyük azınlık grubudur. Afganistan'ın "Büyük Peştunistan" ideali, Pakistan için yıkıcı sonuçlara sahip olacaktır. Pakistan, toprak bütünlüğü ve bekası adına Peştun milliyetçiliğinin bastırılması adına din unsurunu kullanmaktadır. Pakistan, bu sebeple Peştunlardan oluşan Taliban hareketini de dini ideolojiler ile beslemektedir. Bu bağlamda, Pakistan Peştun milliyetçiliğini kontrol altında tutabilmek için İslamcılık aracıyla milliyetçiliğe karşı durmaya çalışmaktadır. Pakistan, Taliban üzerinden Afganistan'ı kontrol etmek istemekte ve bu şekilde Peştun milliyetçiliğini etkisiz kılmaya çalışmaktadır. This study tries to reveal the importance of identity component in determining Pakistani foreign policy within the framework of the constructivist approach that provides different perspectives in the discipline of international relations. In this context, the research subject of the study is "the effect of identity factor on Pakistani foreign policy". In the analysis to be made by focusing on the state of the Islamic Republic of Pakistan as the perpetrator, the state of Pakistan is not the source of the explanation but rather the problem that needs to be explained. In this study, which is a Foreign Policy Analysis (DPA), Pakistan's Afghanistan policy will be analyzed in particular for the relationship structure between Pakistan and Afghanistan states that define themselves as the Islamic Republic as their political identity. At the center of the analysis, the concept of identity will be the analysis tool. The reason for choosing the Constructivist approach as the method in the study is that the Constructivist DPA model allocates a wide place to identity, ideas and beliefs within the framework of analysis compared to other traditional approaches. As the source of Pakistani foreign policy, the process of building Pakistani identity will be analyzed by placing it within the framework of bringing together Muslim communities with the motivation of Islam. The phenomenon of religion, which is one of the most important elements in Pakistan's social and political life, has been the motivation and basic building block of Pakistan's national unity. In other words, religion has become an ideology used to keep the country together with identity construction based on Islamic nationalism. This element, which was the basic building block in its establishment, was later used as an effective construction material in almost every political movement of Pakistan and references to religion were made constantly. Islam has been instrumentalized so much by the Pakistani governments that religion has become the common denominator of all political structures, state institutions, and the army and terrorist organizations. However, Pakistan has experienced that the Islamic factor or the motivation of religion is not enough for the identity of the nation, with East Pakistan declaring its independence in 1971 and becoming the State of Bangladesh. Pakistan perceives Pashtun nationalism as a major threat to its survival, as the Pashtuns are Pakistan's largest minority group. Afghanistan's ideal of "Great Pashtunistan" will have devastating consequences for Pakistan. Pakistan uses the element of religion in the name of suppressing Pashtun nationalism in the name of territorial integrity and survival. For this reason, Pakistan also feeds the Taliban movement, which consists of Pashtuns, with religious ideologies. In this context, Pakistan tries to stand against nationalism through Islamism in order to keep Pashtun nationalism under control. Pakistan wants to control Afghanistan through the Taliban and thus tries to neutralize Pashtun nationalism.tr_TR
