| dc.description.abstract | Bu çalışmada karşılaştırmalı bir yöntem kullanılarak, TBMM'nin yanı sıra, literatürde demokratik siyasal sistemler olarak öne çıkan hükümet sistemi modelleri çerçevesinde, Amerika Birleşik Devletleri Temsilciler Meclisi, Birleşik Krallık Avam Kamarası ve Fransa Ulusal Meclisi olmak üzere üç ülke parlamentosu yasama komisyonları incelenmektedir. Söz konusu parlamentolardaki yasama komisyonları yapı, işleyiş ve etkinlikleri çerçevesinde ele alınmaktadır. Çalışmanın devamında ise TBMM yasama komisyonları benzer çerçevede incelenerek, rol ve etkinlikleri değerlendirilmektedir. İncelenen ülkeler hükümet sistemleri temel alınarak belirlenmiş olmakla birlikte çalışmanın konusu, belli hükümet sistemlerinin yasama komisyonları üzerindeki etki düzey ya da derecesinin belirlenmesi değildir. Çalışmada bu ilişkinin varlığı kuramsal düzeyde veri alınarak, yasama komisyonlarının yapıları, yetkileri ve çalışma usullerinin farklı hükümet sistemlerine sahip ülke yasama meclislerinde nasıl somutlaştığı, kurumsallaştığı, işlediği ve bu bağlamda ilgili komisyonların etkinlik düzeylerinin ne olduğu ele alınmaktadır.
In this study, in addition to the Grand National Assembly of Turkey (GNAT), the legislative committees of the parliaments of three countries are examined in the framework of types of government systems which stand out as democratic political systems in the literature: United States House of Representatives, United Kingdom House of Commons and National Assembly of France. The legislative committees in these parliaments are examined within the framework of their structure, operation and efficiency. In the final section of the study, the legislative committees of the GNAT are examined in a similar framework and their roles and efficiency are also evaluated. Although country selection is based on governmental systems, the subject of the study is not to determine the level or degree of influence of certain governmental systems upon the legislative committees. In this study, we accept the existence of this relationship in the theoretical level and examine how the structures, powers, and working procedures of legislative committees are embodied, institutionalized and functioning in the parliaments with different governmental systems, and consequently, we discussed the efficiency of the relevant committees. | tr_TR |
