dc.description.abstractBu çalışmada Trablusgarp Savaşı'ndaki sağlık hizmetlerini irdelendi. Çalışmada esas olarak Osmanlı Ordusu'ndaki sağlık hizmetleri araştırılmışsa da alt başlıklardan biri İtalyan ordusuna ayrıldı. Osmanlı Ordusunda savaşlar sırasında sağlık hizmetlerinin nasıl yürütüleceğini belirten bir yönetmelik bulunmaktaydı. Bu yönetmelik incelenerek sağlık hizmetlerinin savaş sırasında nasıl yapılacağı açıklanmıştır. Savaşın başlamasından önceki personel ve malzeme mevcutları tespit edilerek yetersizlikler ortaya konuldu. Osmanlı Devleti'nin bölgedeki sağlık personeli, İtalya tarafından esir alınınca durum vahim bir boyuta gelmişti. Bu çalışmada bu sağlık ekiplerinin askeri kadrolarla sürdürdükleri sağlık hizmetlerine odaklanılmıştır. Bu süreçte Osmanlı Hilal-i Ahmer Cemiyeti, Mısır Hilal-i Ahmer Cemiyeti, Alman Kızılhaç Cemiyeti, İngiltere'de Hint Müslümanları tarafından oluşturulan sağlık heyetleri ve İttihat ve Terakki Cemiyeti tarafından oluşturulan Selanik ve Manastır Sağlık Heyetleri görev yapmışlardır. Bu çalışmada bu heyetlerin faaliyetleri incelenmiş ve önemli bilgilere ulaşılmıştır. Savaş sırasında görülen hastalıklar ve yaralanmalar tutulan istatistiklere göre açıklanmıştır. Bu çalışmanın konularından biri de yetersiz durumdaki sağlık personeli ve malzemenin tamamlanmasıdır. Bunun için ikmal ve denetim faaliyetleri de incelenmiştir. Savaş sırasında ateşli silah yaralanmaları yanında çok önemli salgınlar görülmüştür. En sık görülen hastalıklar: tifüs, tifo, kolera, sıtma, dizanteri, menenjit, grip, zatürre, diyare, trahom, blefarit ve konjoktivit'tir. Bu çalışma ile sağlık hizmetlerine etki eden tüm faktörler ve sağlık hizmetlerinde görev alan tüm aktörler irdelenerek konu anlamsal bütünlük içinde ortaya konulmuştur. In this study, health services in the Tripoli War were examined. Although the study mainly focused on health services in the Ottoman Army, one of the subheadings was devoted to the Italian army. There was a regulation in the Ottoman Army stating how health services would be conducted during wars. This regulation was examined and explained how to do health services during the war. Before the start of the war, personnel and materials were identified and deficiencies were revealed. When the health personnel of the Ottoman Empire in the region were taken prisoner by Italy, the situation had reached a grave dimension. Following this development, initiatives for health services were initiated, health teams were formed and sent to the region. This study focuses on the health services provided by these health teams with military staff. In this process, the Ottoman Hilal-i Ahmer Society, the Egyptian Hilal-i Ahmer Society, the German Red Cross Society, the health committee formed by Indian Muslims in England and the Committee of Union and Progress of Thessaloniki and Monastery Health Delegations served. In this study, the activities of these delegations were examined and important information was obtained. Diseases and injuries during the war were explained according to the statistics kept. One of the subjects of this study is the completion of inadequate health personnel and materials. For this purpose, supply and inspection activities were examined. In addition to firearm injuries during the war, there were significant outbreaks. The most common diseases are typhus, typhoid fever, cholera, malaria, dysentery, meningitis, influenza, pneumonia, diarrhea, trachoma, blepharitis and conjunctivitis. In this study, all factors affecting health services and all actors involved in health services are examined and the subject is put forward in semantic integrity.
