| dc.description.abstract | Günümüzde karşılaşılan ekolojik bunalım sorunu, çağımızın en önemli meseleleri içerisinde yer almaktadır. Yerelden küresel düzeye kadar etkisi her geçen gün artan ekolojik sorunlar ve toplumsal etkilerine yönelik çözüm bulma çabası, konunun güvenlik boyutuyla da değerlendirilmesine ve çevresel güvenlik kavramı ile açıklanmasına yol açmıştır. Bu çalışma; ilk olarak, ulusal devletten bireye ve uluslararası topluma doğru çoğulculaşan güvenlik kavramını çevre boyutuyla açıklamış, çevre ve güvenlik ilişkisini sistemleştirmiş, tarihsel süreç içerisinde çevre kavramıyla ilişkili olarak güvenliğin konusunda ve aktörlerindeki değişimi ortaya koymuştur. Daha sonra, çevresel güvenlik yaklaşımına karşı dünyada uluslararası örgütlenmeler ile birlikte, ulus devlet askeri unsurlarının yapısal ve işlevsel dönüşümleri açıklanmış, kurum içi hangi tedbirlerin alındığına odaklanılmıştır. Son olarak da, Türkiye'de Silahlı Kuvvetler bünyesinde çevresel güvenlik ve çevre hasssiyetine ilişkin işlevsel ve yapısal düzenlemeler ortaya konulmuş, bu kapsamda öngörülen görev ve sorumluluklar ile alınması gereken temel önlemler, uluslararası ve Türkiye'deki hukuki düzenlemeleri kapsayacak biçimde değinilmiştir. AbstractNowadays, the problem of the ecological crisis is the most important issues of our time. An effort to find a solution from the local to the global level and increasing with each passing day the ecological issues and its impact of social, has led to evaluation of safety and explanation of environmental security. At first in this study, is explained the pluralist security concept of the national state towards the individual and the international community with environmental dimension, systematised the relationship between environment and security, and revelead in the course of history surrounding the concept of security in relation to the exchange of actors. Then, described international organizations throughout the world to environmental security approach, along with the structural and functional elements of the nation-state transformations in military elements and focused on what measures are taken. Finally, put forward under the functional and structural arrangements for environmental security and environmental sensitivity of the Turkish Armed Forces, and mentioned the main measures to be taken with prescribed duties and responsibilities, to include international and Turkish legal regulations. | |
