dc.description.abstractModern Türkiye'nin ilk millî bayramı, 1909 yılında kabul edilen 23 Temmuz Hürriyet Bayramı'dır. İttihat ve Terakki tarafından icat edilen bu bayram geleneğinin Milli Mücadele döneminde ve erken Cumhuriyet yıllarında icra edilmiş olması, Meşrutiyet'ten Cumhuriyet'e uzanan tarihsel yelpazedeki ?süreklilik? ve ?kopuş? öğelerinin iç içe geçişine güzel bir örnek teşkil eder. Cumhuriyeti kuran kadronun kabul etmiş olduğu ilk bayram geleneği ise, Hâkimiyet-i Milliye Bayramı'dır. 23 Nisan 1920'de kurulan TBMM'yi kurumsallaştırma gibi bir işleve sahip olan bu bayram, Atatürk dönemi boyunca Çocuk Bayramı olarak kutlanacaktır. Hâkimiyeti Milliye Bayramı'nı çocuklara hasretmenin temel sebeplerinden birinin ideolojik, diğerinin ise maddi olduğu söylenebilir. Aynı sebepler, 19 Mayıs Gençlik ve Spor Bayramı için de söz konusudur; bu yıllarda, çocukluk ve gençliği birer kültürel kategori olarak özneleştiren devlet, yeni kuşaklara Türk Devrimi'nin taşıyıcısı olduklarını telkin etmiştir. 23 Nisan ve 19 Mayıs sembolizmleri, taşımış oldukları bu ideolojik boyutların yanı sıra, yeni devletin nüfus arttırıcı refah siyasetini de dışa vuruyorlardı; bu nedenle, 23 Nisan etkinliklerinin kurumsal öznesi TBMM değil, siyasi iktidarın denetimindeki bir hayır kurumu olan Himaye-i Etfal Cemiyeti (Çocuk Esirgeme Kurumu)'dir. Bayramların yaratmış olduğu coşkun atmosferinden yararlanan bir başka kuruluş da, Türk Tayyare Cemiyeti (Türk Hava Kurumu)'dir. Anadolu'nun işgaline karşı Ankara yönetiminin verdiği askeri mücadeleyi başarıya kavuşturan Başkumandan Muharebesi'nin yıl dönümleri, cumhuriyet döneminde Zafer ve Tayyare Bayramı olarak kutlanmaktaydı. Zafer ve Tayyare Bayramları, hava sahası güvenliği için lazım gelen maddi sorumlulukların üstlenilmesi, muhtemel bir hava saldırısına karşı uyanık olunması için gerekli heyecan ortamını yaratırdı. Bununla birlikte vatandaşlara, mensup oldukları milletin ?şanlı? geçmişiyle iftihar etmelerini, başta ?büyük kurtarıcı? Atatürk'e olmak üzere, ?kahraman Türk askerine? bağlılık duymalarını telkin ederdi. Yukarıda saydığımız resmi bayramların içinde en önemlisi, şüphesiz ki 29 Ekim Cumhuriyet Bayramıdır. Cumhuriyet Bayramı, yeni kurulan rejimi kurumsallaştırma işlevi görmekle kalmaz; Türk Devrimi'nin yapıp ettiklerinin bir nevi envanterini çıkartarak, yeni siyasal formasyonun yeniden üretilmesi için gerekli meşruiyet ortamını sağlardı.Abstract The first national day in modern Turkey is the ?July 23rd Freedom Day? adopted in 1909. This tradition of national days initiated by the Party for Union and Progress and then maintained during the national liberation war and early years of the Republic demonstrates a fine example of intermingling elements of ?continuity? and ?rupture? in the historical process extending from Constitutional Monarchy to Republic. The first national celebration day adopted by the founding fathers of the Republic is the National Sovereignty Day. This special day had the function of institutionalizing the Turkish Grand National Assembly (TBMM) established on April 23rd, 1920. Later, throughout Atatürk?s lifetime this special feast was celebrated as ?Children?s Day?. As to leading motives behind dedicating the national sovereignty day to children, it can be said one is ideological and the other is practical. The same can be said also for May 19th Youth and Sports Day: Building actors from children and youth as a cultural category, the State imparted in young generations the idea that they were the forwarders of the Turkish revolution. Besides their ideological dimension, the symbolism in both April 23rd and May 19th demonstrated the population boosting welfare policy of the new State. Thus, the institutional subject of activities in April 23rd was not the TBMM but ?Child Protection Agency?, a charity organization under the scrutiny of political power. Another organization which benefitted from the enthusiastic atmosphere of national feasts was the Turkish Aeronautics Institution. In the republican period, anniversaries of the decisive military campaign conducted by Ankara against occupying forces were celebrated as ?Victory? and ?Aeronautics? Days. These national feasts provided for an environment of alertness which was considered necessary to ensure aerial security and precautions against any possible air attack. Along with these, citizens were given the message that they should be proud of the ?glorious? past of their nation and remain loyal to ?heroic Turkish soldier? and of course to Atatürk, as the ?great saviour.? Of all official feast days mentioned above, the most important one was of course the Republic Day of October 29th. As such, this special day not only served to institutionalize the new regime but also provided for an environment of legitimacy necessary for reproducing the new political formation by taking the inventory of what had been accomplished by the Turkish Revolution.
