Devlet reformunda yerelleşme ve bölgeselleşme: Türkiye'ye karşılaştırmalı bir bakış
Özet
Bu tezin konusu, 1980 sonrasında Türkiye'deki devlet reformu süreci içinde bölgeselleşme ve yerelleşme politikalarının incelenmesidir. Bu kapsamda, özellikle son altı yıllık dönem mercek altına alınmıştır. Siyasal ve ideolojik özlü bu sürecin yönetsel yönlerinin ayrıntılarıyla belirlenmesi amacı ile Türkiye'de devleti dönüştüren reformlar, Avrupa'daki bölgeselleşme ve yerelleşme politikaları ve süreçleriyle karşılaştırmalı bir perspektiften değerlendirilmeye çalışılmıştır. Bu temelde tez, mülki idare ve yerel yönetimlerdeki değişimleri değerlendirmektedir. Tez kapsamında bu politikaların niteliği, tarafları ve devlet reformu içindeki anlamı irdelenmeye çalışılmıştır. Buna göre üç ana eksende Türkiye'de bölgeselleşme eğilimi saptanmıştır. Bunlar il sisteminde, metropoliten alan yönetiminde ve AB destekli bölgesel kalkınma programlarını uygulayacak yönetsel mekanizmaların oluşturduğu yapılar üzerindedir. Yönetsel bölümleme ve yerel kuruluş üzerine yapılan bu değişiklikler ile AB kapsamında farklı bileşenler altında konumlanmış proje temelli yeni uygulamalar devlet reformu kapsamında bir bütün olarak değerlendirilmelidir. Bunların bütünsel olarak ele alınışı, Türkiye'de yönetsel bölümlenişin hem kademe hem de nitelik olarak belli bir yöne doğru değiştirildiğini göstermektedir. Kademelenme ilden bölge düzeyine, kademenin ölçeğinin niteliği ise mülki yönetim sisteminden yerinden yönetim sistemine doğru dönüştürülmektedir.AbstractThe subject of this thesis is the examination of regionalisation and decentralisation policies throughout state reform process in Turkey after 1980. In this view, especially the last six-year-period has been scrutinized. With the aim of identifying the administrative perspectives of this political and ideological process in a detailed way, the reforms that have restructured the state in Turkey are evaluated by comparing them with the regionalisation and decentralisation policies in Europe. The thesis evaluates changes in the provincial administration and the administration of local authorities. Within this frame, the quality of these policies, their different aspects and their meaning in state reform are examined. Three main administrative levels are dealt with. First, the provincial administrative system, secondly, the metropolitan administration and thirdly, administrative mechanisms initiated by the EU supported development programmes. The present thesis holds that EU programmes presented under various headings should be evaluated as a whole. Such a wholistic approach will indicate that the administrative system in Turkey has been definitely altered. This process is carried out gradually. It involves the converting of the provinces into regions, and thus, replace provincial administration with territorial administration.
