2014-2020 mali planı çerçevesinde Ortak Tarım Politikası’nın geleceğinin değerlendirilmesi
Özet
OTP, 2000’li yılların başından itibaren radikal bir değişim süreci içerisinegirmiştir. Özellikle 2003 Reformu sonrası, OTP araçlarının değişmeye başlaması budeğişimin en önemli işaretlerinden biri olmuştur. Bu süreçte, desteklememekanizmalarının üretimden bağımsızlaştırılması amacıyla “doğrudan gelir desteği”mekanizması yaratılmıştır. Bununla birlikte iki sütunlu yapı daha da güçlendirilerek,kırsal kalkınma politikası ön plana çıkmıştır. 2007’den itibaren ise “süreç taraması”çalışmalarıyla yeni bir OTP’ye zemin hazırlanmaya başlanmış, söz konusuçalışmaların de etkisiyle, 28 üyeli bir AB için “Avrupa 2020 Stratejisi” nin hedefleridoğrultusunda, OTP araçları etkin ve basit bir hale getirilerek, yeni bir tarımpolitikasının uygulamaya koyulması hedeflenmiştir.2013 sonrası için hedeflenen yeni OTP’nin geleceğine ilişkin yönelimleriortaya koymaya çalışan bu çalışmada, öncelikle, AB’nin yeni OTP kapsamında,küresel dengeler ve Birlik çıkarları doğrultusunda nasıl bir politika öngördüğü, buöngörülerin AB halklarının ihtiyaçları ve beklentileri ile uyuşup uyuşmadığıaraştırılmaya çalışılmıştır. Bununla birlikte, OTP’nin gelecek senaryoları ve değişimtrendleri AB Bütçesi’nin 2014-2020 Mali Planı bağlamında tartışılmaktadır. Buçalışmalar neticesinde, 2020’ye doğru OTP’ nin rotasını çizmeye çalışanyaklaşımlar; özellikle destekleme mekanizmaları bağlamında, etki analizleri ışığındaincelenmektedir. Ayrıca, “OTP’nin ortak politika olarak meşruiyetinin” geleceğitartışmalarına, Fransa, İngiltere, Polonya örneklerinden yola çıkarak; yeni OTP’ye ilişkin AB halklarının tercihi, üreticilerin beklentileri ve AB Bütçesi’ndeki payıdoğrultusunda cevap bulunmaya çalışılmaktadır.AbstractCommon Agricultural Policy of EU has been in a period of change since thebeginning of 21st century. Especially with the displacement of CAP supportingmechanism tools with the new “direct payments system” after the 2003 Reform,signs of the radical transformation has started to become apparent. In addition to this,with the strengthening of two pillar mechanism, rural development policies had alsogrown in importance. Since 2007, “health check” works paved the way for the newCAP. So, starting from 2013 onwards “a new CAP” with more efficient and simplermethods, will be designed for EU with 28 members, in line with the Europe 2020Strategy.Aim of this thesis is to deliver the tendencies of CAP after 2013. Regardingto this, whether the global equilibrium and Union’s benefits will be examined toassess to what extend the needs and expectations of the EU citizens have been takeninto account. Moreover, CAP’s future scenarios and diversion tendencies will bedebated within the context of 2014-2020 financial framework of the EU Budget.As a result, new tendencies dominating the route of the new CAP is beinganalyzed within the context of supporting mechanisms and in the light of the impactanalyses. In addition, the legitimacy of CAP’s future is being discussed. Whiledoing this, France, Poland and England is taken as samples in order to evaluate thelegitimacy of CAP’s future in the light of the peoples’ and producers’ expectationsand countries’ share of the EU Budget.
