Güveni Oluşturan Yapı Taşları
Özet
İnsanın amaçları ve koşullara ilişkin algısından bağımsız bir güven kavramsallaştırmasının gündelik yaşamla ilişkisini kurmak kolay değildir. Pratikte güven, insanın amaçlarına ulaşmak için gereksindiği güçlere ne denli dayanabileceğine dair inancı ya da beklentisidir. Amaçlar şuurlu, rasyonel ve ifadelendirilebilen türde oldukları gibi, dillendirilemeyen, bilinç dışı ve(ya) diğer amaçları yönlendirmeleri hasebiyle sanal, aşkın nitelikte de olabilirler. Varlıklar ve(ya) amaçlarla ilgili zarar görme korkusundan uzak olmayla, varlıkları geliştirme ve amaçlara ulaşma ümidi kutupları arasında kurulan dengeyi yansıttığı düşünülerek güven, Merton Deutsch'dan mülhem bir ifadeyle, insanın korktuğunu değil, umduğunu bulacağına dair inancı ya da beklentisi olarak tanımlanmıştır. Güven bu şekilde kavramsallaştırılıp tanımlandığında gerek çağcıl, gerekse verili toplumun özgül koşullarıyla, kültürle ilişkilendirilip anlamlandırılmasında dört husus önem kazanır. Birincisi, güven her şeyden önce bir güvenlik duygusudur; asgari içeriğini, bireyin amaçlarıyla ilgili her hangi bir zarar görmeme beklentisi oluşturur. İkincisi, güvenlik duygusunun tesisi kadar, varlıklarını geliştirme ümidi de bireyin arkalanabileceği güçlerin neler olduğuyla yakından ilgilidir. Üçüncüsü, amaçla ilgili bir vasıtaya – nesneye güvenmek kadar gibi, güvenmememek de mutlaka bir başka şeye güveni öngörür. Buradan hareketle, verili toplumun genel güven düzeyi ve(ya) genel beklentilerinin başlangıçtaki niteliği, toplumun üyelerinin kişisel sermayelerinin genel düzeyine, yaşamsal güvenlik kaygılarının hangi alanlarda ve ne düzeyde yaşandığına ve gerek güvenliğin tesisi, gerekse kaynaklarını geliştirmeyle ilgili olarak önem verilen, güç isnat edilen kaynakların neler olduğuyla yakından ilgilidir.SummaryConceiving of trust conceptualizations independent of one’s goals andthe manner in which he / she perceives the contextual conditions is noteasy. In practice, trust can be understood in terms of beliefs orexpectations pertaining to the extent to which a person can rely on theforces or sources of power needed to achieve his / her goals. While somegoals may be conscious, rational, explicitly represented in mind andamenable to discursive explication; others may be fundamentallyunconscious, implicit, tacit, immanent and transcendent by virtue of theircharacter to direct or orient other goals. Trust, which is deemed to reflectthe balance struck between the desire to be free from the feeling ofvulnerability regarding the assets and goals on the one hand and thehope of promoting the assets and achieving the goals on the other, isdefined in Merton Deutsch’s inspired terms as the belief or expectationthat one will find what is hoped for rather than what is feared. Whenconceptualized and defined as such, four points come to the fore inreconnoting trust and establishing its links with the prevailing conditionsof general contemporary and of given, culture specific societies. First ofall, trust is essentially a feeling of security the mimimal content of whichrests upon the expectation that the individual’s assets and goals will notbe threatened or injured. Secondly, the individual’s hope of furthering his/ her existence as well as the establishment of the feeling of securitydepends on the existence of forces and / or sources of power upon whichhe / she can rely on. Thirdly, even distrust, as well as trust with regard tosomething, requires trust with regard to some other thing. Thus, it canbe said that the level of general trust and the nature of initialexpectations on a broad level of contexts of a given society are closelyrelated to the (a) general level and the distribution of personal capital ofits members, (b) perception of the conditions prevailing their “life-world”,(c) where and to what extent the (human) security concerns are felt, and(d) forces and sources of power which the members of the society ingeneral value and rely on in implementing security and furtheringexistence.
