Sudan’da etnik çatışma ve çözüm süreci

Bu çalışmada Sudan İç Savaşı’nın temelinde yatan ekonomik ve etnik nedenler irdelenmiş, kapitalist dünya ekonomisine eklemlenme sürecinde Arap ve Afrikalı etnik kimliklerin ayrışması üzerinde durulmuştur. Etnik kimliklerin farklı süreçlerle ulusal kimliklere dönüşmesinin Sudan’da yarattığı merkez-çevre ikiliği iç sömürgecilik içinde değerlendirilmiştir. Kuzey Sudan’ın Arap-Müslüman kimliğinin Güney Sudan’ın Afrikalı-Hıristiyan kimliği karşısındaki siyasi üstünlüğü Sudan İç Savaşı’nın vuku bulmasının temel sebeplerindendir. Kimlikler arasındaki çatışmanın giderilmesi de ancak ve ancak ikiliğin giderilmesiyle mümkündür. Bir başka deyişle pozitif barışın yapıcı niteliğinin hayata geçirilmesi gerekmektedir. Addis Ababa Barış Anlaşması ve Kapsamlı Barış Anlaşması bu bakış açısıyla değerlendirilmiştir. Negatif barışı büyük ölçüde sağlayan anlaşmalar olan bu iki barış anlaşması Sudan’a kalıcı barışı ve toplumsal uzlaşıyı sağlamamıştır. Çatışmanın çözümü, 2011 yılında Güney Sudan’ın Sudan’dan ayrılması olmuştur.AbstractThis study investigates the underlying ethnic and economic causes of Sudanese Civil War through laying emphasis on the segregation of Arab and African ethnic identities during the process of integration with the capitalist world economy. Creation of core-periphery dichotomy in Sudan due to the transformation of different ethnic identities into national ones by different means is evaluated in terms of internal colonialism. One of the root causes of the Sudanese Civil War is the political superiority of the Arab-Muslim identity of Northern Sudan against the African-Christian identity of Southern Sudan. Therefore the resolution of the conflict is possible if and only if the dichotomy is eliminated. In other words, the constructive quality of the positive peace has to be realized. Addis Ababa Peace Agreement and Comprehensive Peace Agreement are considered from this point of view. These two peace agreements, although being successful in providing a negative peace to a large extent, have failed to deliver the social reconciliation and permanent peace. The resolution of the conflict was the separation of South Sudan from Sudan in 2011.
