AbstractMoving object detection is an important and fundamental process for many digital video applications in various fields. The methods that are used to detect moving objects can vary depending on the camera being stationary or moving. The methods that work with the video sequences obtained using a stationary camera fail when a moving camera is used. Because, in a moving camera setting, background changes dynamically. Therefore, it is necessary to develop different approaches to lessen the effects of camera motion. The aim of the studies in this thesis is to detect and classify moving objects from surveillance videos that are obtained at the country borders. This work can be divided into two main parts: 1. Moving Object Detection: In this part, camera motion is estimated by using pyramidal Lucas-Kanade method. After eliminating camera motion, regions that belong to moving objects are detected. Then, a segmentation algorithm is applied on the detected regions, which provides more accurate object boundaries. 2. Classification: After detecting moving objects, the detected objects are classified as people, vehicle or others considering a number of morphological features and the velocity vectors of moving objects. In the scope of this study, we created a test dataset at Ankara University Golbasi Campus with a moving camera and refer to this dataset as Golbasi dataset. Moving object detection approach is validated using Golbasi and Hopkins dataset and %97,56 precision and %90,97 recall rates are obtained. Classification approach is validated using Golbasi and PETS2001 dataset and %81,94 precision rate is obtained.
