| dc.description.abstract | Günümüzde insanların seyahatleri ve yer degistirmeleri son derece artmıstır. Bu artısa paralel olarak uçak ve hızlı tren kazalarında da artıslar meydana gelmektedir. Öte yandan dogal olaylar neticesinde pek çok insan hayatını kaybetmektedir. Bunlara bir de artan terör olayları eklendiginde, toplu ölümlerin çok ciddi boyutlara ulastıgı gözlenmektedir. Bu tür felaketlere maruz kalan insanlarının kimliklerinin tespiti son derece önemli bir konudur. Pek çok ülkede bu tür felaketlerde harekete geçebilecek timler olusturulmustur. Ancak adına ?Felaketlerde Kimlik Tespiti Timleri? denilen bu tür ekipler ne yazık ki ülkemizde halen olusturulamamıstır. Tezin amacı, Türkiye'de henüz olusturulamamıs olan bu timlerinin nasıl olusturulacagı, ne tür bir organizasyon yapısına sahip olacagı ve nasıl çalısacagı konusunda bir model önermektir. Bu çerçevede diger ülkelerin timleri ve nterpol'ün üye ülkeler için önerdigi ?Felaketlerde Kimlik Tespiti Timleri? yapılanmaları incelenmis ve gerekli literatür çalısmaları yapılmıstır. Ayrıca toplu ölüm ve büyük çaplı kazalara iliskin diger ülkelerin yaptıgı çalısmalar ve ülkemiz hukuki sistemi arastırılarak Türkiye'ye yönelik bir model önerilmistir. Türkiye için önerilen modelde Emniyet Genel Müdürlügü, Jandarma Genel Komutanlıgı, Üniversite, Adli Tıp Kurumu Baskanlıgı ve Sivil Savunma Uzmanlıgı teskilatından uzmanların, çisleri Bakanlıgı Müstesar Yardımcılıgına baglı bir sekilde Felaketlerde Kimlik Tespiti birimini olusturmaları -ki bu 'Çekirdek Kadro'yu tesis edecektir- yer almaktadır. Gerçeklestirilecek kimliklendirme operasyonlarında ise bu Çekirdek Kadro üyelerinden 'Kimlik Tespiti Çalısmaları Sorumlusu?nun görevlendirilmesi ve altında dört alt birimin yer alması öngörülmektedir. Bunlar Ceset Tespit Birimi, Morg Birimi, Ölüm Öncesi Bilgileri Derleme Birimi ve Kimlik Tespit Birimidir. AbstractIn our contemporary world, people travel and change place a lot. In parallel with that increase, the numbers of plane and fast train accidents have ascended. On the other hand, many people lose their lives because of various natural reasons. Considering the climbing terrorist events in addition to those causes, it can be concluded that massive deaths have come to a great number. Identification of the identities of those victims is a very important subject. In many countries, teams have been formed to interfere with these kind of events. Unfortunately that kind of a team, called 'Disaster Victim Identification', has not been formed in our country yet. The purpose of this thesis is to offer a model on how to form those teams which not yet been formed in Turkey, how the organization structure of those teams will be and how they will work. In this context, DVI teams of other countries and Interpol were examined and necessary literature study was accomplished. In addition to that, the studies of other countries on massive deaths and big accidents and legislation of Turkey were studied to offer a model for Turkey. The model offered for Turkey is; experts from Turkish National Police, General Command of Gendarmerie, University, The Council of Forensic Medicine and General Directorate of Civil Defence form the unit of Disaster Victim Identification under the responsibility of Deputy Undersecretary of Ministry of Interior, which will be the crack unit. In the operations of identification, 'Responsible Head of the Identification Studies' is foreseen to be elected among the members of that crack unit and four sub units to be formed, which are; Corpse Identification Unit, Morgue Unit, Compile Pre-Death Data Unit and Identification of Identity Unit. | |
