Abstract Both theory and research on moral development have shown that people's judgments on a variety of subjects are determined by the moral stage they have reached. Since justice and morality are closely related in Kohlberg's theory, this research was made on the moral development of those who have learnt, accepted and applied the principles of justice. SRM-SF (Socio-Moral Reflection Measurement-Short Form), DIT (Defining Issues Test) and Internal- External Locus of Control Scale (I-E) were applied to the people who work as judges (n=32), public prosecutors (n=37) and lawyers (n=32) and the students of A.U. Law Faculty (n=69) and university graduates who work in different occupations (n= 30). Statistical analyses showed that there is no difference between the groups according to the dominant stages. In this case, the determinant of the dominant moral stage is not the legal education nor the experiences of jurist during their service period. While there were significant differences between groups according to locus of control, on the other hand there was a negative relationship between age and locus of control. However, there was not a significant relationship between locus of control and moral stages. When the age factor was covariated this group differences disappeared. The subjects' scores on SRM-SF, DIT and I-E whose moral types are B + or B - are not significantly different. The results have been discussed in the context of earlier researches and theoretical approaches.
