The reason for this, as the studies all around the world indicate, is that everyday more and more users prefer to use internet and they demand the need for information is immediately satisfied.As a result of this, many libraries improve their reference services and create electronic reference service. In this way they ensure the users have access to resources without time and place restriction.The institution libraries are the libraries which provide service in the work fields of the institutions they belong to. These libraries serve by providing direct information to the users, instead of bringing the information resources and the users together. This kind of service mentality can only be possible with the provision of an effective ?Reference Service?.The central library within the scope of ?General Directorate of State Hydraulic Works? can not provide enough contribution to the personnel in regard to the reference services, the object of the thesis.State Hydraulic Works Central Library may also create many advantages on behalf of the users in line with the requirements of the institution by using the electronic reference services which have gained big importance in today?s world. It can also make contribution to the work potential by saving time for the personnel. In this way it may provide more effective and qualified service to the users.E-Reference services provide many benefits to the institutions with the libraries on behalf of users.
