It is only possible, for the individuals at any profession or cultural level to renew their knowledge and skills in a short period and to change behaviors suitable for the needs of the job, by a systematic in-service education. It has to be recognized that every step must be followed properly in establishing needs, planning, programming, applying and evaluating. The "Educational Department" is authorized and responsible for these services in all organisations. Such kind of departments organise, administer and evaluate educational affairs in the name of the organisation they work for. So it is assumed that the effectiveness of the department is limited by the proficiency of the expert personnel and administrators in charge of such departments. It is aimed, by this study, to find out the effectiveness and administration of the in-service affairs of the Ministry of Transportation which is in charge of state transportation and communication works. A survey to be held on the personnel working for the related offices has been prepared and practised for this purpose. Survey has been composed of questions in likert type which is graded over five. Data that was received has been put in to computers at a grade of "very bad" to "very good" by giving points from 1 to 5. Results of the study has proved that the activities of the Educational Department and In-service affairs are aot at a desired, qualified level and this fact has been accepted by the expert staff and administrative personnel in charge of these departments.
