In this order, the main factors are the development of technology and communication, the changes on the structure of production and generally the processes which called the globalization. In this period, there are countless transformations in political, social, economic and cultural life. These transformations are realized through the new right policies on the changes of public service, privatization, governance and on the conditions of free market but with the help of some international institutions which the leadership is USA. Another external variation can be evaluate for Turkey is the efforts of being a memberhip of European Union, which is the most important regional power in the world. In this'aspect the external dynamics will be effective in the future, too. After the economic crisis in the 1970's, as a reaction for the practises of welfare state, the new right policies suggested lots of changes in every field, today they are for restructuring the state. In fact, these targets for discharging the national-state by controlling the mechanisms with public, private and NGO's and give some role to the state as a regulator on the markets not the role as an operator. So there is a new popular structure in the world which is called the independent administrative authorities. These institutions are established for minimizing the effects of the political power on some fields, which are described as the sensitive fields of public life and for regulate and supervise the sector after the privatization of the natural monopolies. Generally, it can be said that these institutions have some authorities and functions as regulating, supervising, sanctioning, inquiring and mediatoring. On the other hand, these institutions may have original structural and functional characteristics but they don't have full homogeneous properties, as well, hi other words, in different countries there can be different structures or in the same country there will be different structures. Finally, the independent administrative authorities couldn't be controlled by hierarchical or wardship, and they are independent for their actions 'and operations.
