Particular emphasis should be laid on safflower as it is a potential raw material source both for vegatable oil and compound feed sectors, it can be brought up in alternative areas, alternation can be applied to it and it can be planted in fallow lands. It should also be emphasised that due to this features safflower will not pose a risk in terms of reduction in grain areas and threat food security.The aim of this study is; to develop policies in order to meet the oil seed supply deficit in Turkey so as to contribute for meeting the deficit of existing vegatable oil and deficit of pulp which is the vegatable protein source of livestock sector by creating resources for vegatable oil and compound feed industry. Within this scope, a questionnaire study has been conducted in totally 18 villages from Konya, Eskişehir and Ankara provinces within the Central Anatolia Region in which safflower farming activities are carried out intensively, with 160 respondents whom are selected according to the method of proportional sample volume, with a certain experience in the safflower farming and/or with a potential of carrying out safflower farming. While 36,8% of the 160 respondents (59 persons) are experienced in safflower farming activity, 63,2% of them (101 persons) have no experience concerning the safflower farming.With the prerequisite of merging the cropping system implemented and using the fallow land of the respondents; the relations between the factors influencing the safflower farming have been analyzed in the study by considering both the relations of variables among themselves and the relation of an each variable between its own level for the purpose of using them in the determination of the necessary conditions and the policies to be established, as for the methodology; multiple correspondence analysis has been utilized.As a result of the multiple correspondence analysis; from the personal characteristics of the respondents; level of education and social security status of them, from the characteristics of the enterprise; the existence of animal and machinery-equipment, from the safflower farming preference of the subjects; the influence of guarantee of purchase and easy marketing of the safflower have been found meaningful and these are all determined to be the elements required to be considered.
