By defining the strategies, it is important to consider the innovations, reforms, and economic instruments and incentives to develop foreign trade. Among those economic instruments and incentives, one should highlight the export credit insurance.It is clear that building the system of export credit insurance is necessary to develop Azerbaijan?s competitiveness in the international trade arena. States that have a good grasp of the subject, formed governing bodies and institutions like the banks of import and export and provided supports in terms of credits, insurances and guarantees. Thus I felt the need to contribute to fill the law gap in this subject. In my thesis, I took the Turkish Eximbank as the model institution that proved its ability and competency, rather than some immature applications in The Commonwealth of Independent States.Having explained the importance of export credit insurance for Azerbaijan, I defend the opinion that the development of its economy may only be realized through the opening of the economy to the foreign markets as done in a lot of small but modern states. Thus adopting an export oriented strategy is the logical outcome of Azerbaijan?s free market oriented growth strategy. In the thesis I evaluated the rules and regulations in the fields of insurance and banking in Azerbaijan, and the required reforms and improvements. One of the novelties that should be brought in the field, is an export bank which will implement the export credit insurance program.
