Abstract
In this thesis, development plans which is one of the primary sources of Zoning Law has been analyzed as an administrative process.Principles governing development plans, description of which has been provided and positioned among other administrative processes in the first section, has been studied meticulously. Second chapter covers the present variations of development plans present in our legislation and depicts the hierarchical relations between such. Last chapter considers development plans with regard to the elements of administrative process.Aim of this work of ours is to make legal nature of development plans and consequences of them being administrative processes subject of inquiry in conjunction with legislation, doctrinal opinions and court rulings.
