Abstract

This study aims to evaluate the educational policy and implementations of theMinistry of National Education and to evaluate the problems of teachers discussed onEducation Councils and Academic Educational Congresses held in Turkey.The scope of this study which was performed through Screening Modelincludes Education Councils, Educational Sciences Congresses, some othercomprehensive academic and educational meetings, symposium and panels,Development Plans, Government Programs and Journal of Communications. Fort hatreason, the basic resources of the study consist of Education Councils, educationalsciences congresses, some comprehensive academic and educational meetings(symposiums, panel, the meetings for teacher training and coordination),Development Plans, Government Programs and Journal of Communications.The period taken on the study carries a distinctive importance fort he aspect ofteachers? problems and study resources. Because, some teachers problems such asteacher training gained a different dimension in this period. While the institutiontraining and employing the teachers was the Ministry of National Education before1982, the institutions training and employing the teachers separated offer 1982.The study consists of 5 sections including introduction and conclusion parts.In the first section, Education Councils are discussed with a historical overview andthe evaluation focuses on the problems of teachers, training of teachers, numericalstatus of teachers, legal status of teachers, economic problems of teachers,organizational and vocational publication problems of teachers. The second sectionevaluates the short background of educational sciences congresses which was firstheld in 1990. This section also evaluates the teachers? problems discussed oneducational symposiums, panels and some other comprehensive academic meetingsout of educational sciences congresses. The third section evaluates the teachers?problems discussed on Journal of Communications, government programs and statedevelopment plans of this period within the frame of the policy and implementationsof the Ministry of National Education.
