Item İmar uygulamaları bağlamında kente karşı suç(Sosyal Bilimler Enstitüsü, 2007) Karasu, Mithat Arman; Mengi, Ayşegül; Siyaset Bilimi ve Kamu YönetimiOur cities reflects an outlook in which squatter houses and unlicensed construction is common, cars are parked on pavements, clamorous traffic jams are experienced, groups like the handicapped and the elderly are excluded from the city life, city inhabitants do not take part in city administration, and parks and green areas are limited. This situation is a result of choices made by political powers and society?s lack of faith to law and planning. Unplanned urbanization which started with squatting originated from innocent need of accommodation in 1960?s and now controls completely development of the cities turned into a system which is composed of crimes committed against city. Crime against city is intentional or inadvertent actions that result in weakening, breaking, or annihilating the values a city has and represents In this system, development plans are not legal documents which are created to meet mutual necessities of the society in the most rationale way possible and deciding on future of a city, but turned into a ?wealth distribution means?. Municipalities have been turned to centers of ?political degeneration? instead of being ?cradle of democracy? as local governing institutions. Although crimes against city are committed in cities, their effect is not limited with physical structure of cities. Getting widespread, crime against city becomes determinant of economic, cultural, politic, and social development of the society. In this context, crime against city is actually a crime against the society. Crimes committed against cities, which are symbols of political system and social structure, disclose their effect on every area from judicial system to the future of the political system.
