In this order, the main factors are the development of technology and communication, the changes on the structure of production and generally the processes which called the globalization. In this period, there are countless transformations in political, social, economic and cultural life. These transformations are realized through the new right policies on the changes of public service, privatization, governance and on the conditions of free market but with the help of some international institutions which the leadership is USA. Another external variation can be evaluate for Turkey is the efforts of being a memberhip of European Union, which is the most important regional power in the world. In this'aspect the external dynamics will be effective in the future, too. After the economic crisis in the 1970's, as a reaction for the practises of welfare state, the new right policies suggested lots of changes in every field, today they are for restructuring the state. In fact, these targets for discharging the national-state by controlling the mechanisms with public, private and NGO's and give some role to the state as a regulator on the markets not the role as an operator. So there is a new popular structure in the world which is called the independent administrative authorities. These institutions are established for minimizing the effects of the political power on some fields, which are described as the sensitive fields of public life and for regulate and supervise the sector after the privatization of the natural monopolies. Generally, it can be said that these institutions have some authorities and functions as regulating, supervising, sanctioning, inquiring and mediatoring. On the other hand, these institutions may have original structural and functional characteristics but they don't have full homogeneous properties, as well, hi other words, in different countries there can be different structures or in the same country there will be different structures. Finally, the independent administrative authorities couldn't be controlled by hierarchical or wardship, and they are independent for their actions 'and operations. Howewer, this independency isn't a absolute independency and it can be possible to supervise by legally or financial aspects. 363Item Batı’nın İdari Hastalıkları ya da Drucker’ın Gözünden Kamu Yönetiminde Ölümcül Günahlar(Ankara Üniversitesi, 2022) Avaner, Tekin; Other; OtherBu çalışmada “modern idareciliğin babası” ya da “yönetim gurusu” olarak adlandırılan, Avusturyalı yönetim bilimci Peter F. Drucker’ın 1980 yılında kaleme aldığı, kendisinin kamu yönetimi alanına ilişkin sayılı eserlerinden biri olan “The Deadly Sins in Public Administration” adlı makale ele alınmıştır. Gerek özel gerek kamusal örgütlere ilişkin reçete niteliğinde araştırma ve çalışmalara imza atmış olan Drucker, bu çalışmada kâr amacı gütmeyen, kamu hizmeti yerine getiren örgütlerde sıklıkla işlenen altı ölümcül günaha, somut örnekler üzerinden yer vermiştir. Bu çalışma ise, Drucker ve onun kamu yönetimine ilişkin yaklaşımına dair yazılardan yararlanılarak Drucker tarafından saptanan altı günahı kamu yönetimi bağlamında analiz etmeye ve doğru anlamaya yönelik bir çabanın ürünüdür. Bu kapsamda yönetim bilimi yazınında temel sayılabilecek eserlerin yanı sıra Drucker’a dair kamu yönetimi alanına giren çeşitli çalışmalardan da yararlanılmıştır. Elde edilen nitel verilerin analiziyle oluşturulan çalışma sonunda Drucker’ın gözünden kamu yönetiminde işlenen altı ölümcül günah ve bu günahlarla ilişkili faktörler ileri sürülmüştür. Kamu yönetimi alanında günümüzde hala geçerliliğini sürdüren bu saptamaların bilimsel bir kaygıyla ele alınmasının yanı sıra Drucker’ın kamu yönetimine dair çıkarımları ve çözümlemelerine de yer verilmiştir.Item Kamu yönetiminde reform: Bağımlılık bağlamında reformun antropolojisi(Sosyal Bilimler Enstitüsü, 2009) Avaner, Tekin; Ayman Güler, Birgül; Siyaset Bilimi ve Kamu YönetimiIn this study, the dependency arising from administrative reforms in publicadministration has been discussed on the basis of certain elements of public administration,namely; discipline, education, structure and operation. It has been found that all steps leadingto the establishment of the dependent administrative structure are taken together in all of thementioned fields. This conclusion covers central-provincial-local administrations, ruraladministrations as well as state economic enterprises. All these fields have long beensubjected to continuous reform efforts.With first reform implementations emerging from the thought of ?good administration?,the metropolitan country has established its own system in the dependent countries. Eventhough the dependent country declares its independence with its internal dynamics, in mostcases it keeps imitating the central country due to the lasting effect of the latter. As for thecase of Ottoman semi-colonization process, it has begun with the concessions in itscommercial regime and continued with debiting, financial auditing, foreign capital andvarious other concessions. Meanwhile, within the new colonial era in Turkey, modern publicadministration has been established and administrative structure has been transformed withamendments introduced consciously. Public administration field that grew up after 1945 inTurkey has gone through a process built under the influence of USA in terms of concepts,institutions and theories. If the process is examined closely, it will be observed that the fieldhas been built together with the content, basic concepts, publications as well as researchmethod and techniques. Moreover, this process goes hand in hand with a mental revolutionwhile older approaches are being disappearing. The first step of the construction processinitiated by Western academicians constituted the organization of education and researchactivities, afterwards native staff was recruited with the aid of scholarships funded bytechnical aids. In fact, when a general state of dependency prevails in a country, a dependentstructure established under the influence of such a state is being re-formed on the basis of thedependency in question; also with an emphasis on development this dependent-formedstructure renders the country once again dependent.
