Abstract
Anarchy and terror events which took place in the country before September 12th of 1980, political crisis and economic gloom placed in a dilemma to the country. In the end army seized control of the country on September 12th of 1980. After the intervention political activities were stopped and the government was established under the leadership of Bülent Ulusu. Instead of the 1961 constitution that was asserted as a main reason for the troubles in the country, a new constitution was set up, on the other hand avaible political parties were closed and party leaders were taken into the scope of politically banned. With the admission of 1982 constitution Kenan Evren became the president of the republic. Afterwards political activities were set free with the deputy election law and political parties law that were legislated by considering the reasons of crisis in the field of politics before. Total fifteen political parties were established with being set free political activities up to 6th November 1983 General Elections. From these political parties Büyük Türkiye Party was closed after a while it was established, on the ground that it was the attendance of the Adalet Party. MGK doubting about coalition problems to come up onwards worried about such a lot of political parties having been established. And MGK allowed only MDP, ANAP and Halkçı Party's being established by using its authority of veto to the parties' founder members in force in due course of the parties' establishment. 6th November 1983 General Election was ended up, MDP that supposed that it took over the 12th September governing become the third party in the elections. As to ANAP which Turgut Özal, who was the responsible for the economy in 12th September government, was the chairman of became the first party. It came to power single-handedly.
