Üniversitede bütçe yönetimine ilişkin bir çözümleme
Abstract
The aim of this study is to describe budget management processes at universities in Turkey according to university / faculty managers' opinions and to reveal the effects of budget implementation on daily life of university components with the help of experiences of these components. The research used both qualitative and quantitative research method. Survey model was used as a part of quantitative research method. Interviews were made in order to reveal university / faculty managers' opinions about budget management processes and to obtain managers and subjective assessments of university component about this process. The population of the research is composed by both state universities and foundation universities which run educational activities in Turkey. It contains 1097 rectors and deans from state and foundation universities composing population of the research. The number of samples is 282 that is calculated from population of the research. Working group is composed of totally 66 members that include managers, teachers, students and university component from Ankara, Balıkesir and Erzincan Universities. Semi-structured interview forms for university components (student, academic stuff, administrative stuff) and questionnaire which is titled "Budget Management Survey for University Managers" have been developed by researcher as data collection tools. While collecting data, it was decided to apply survey online. Interviews were applied face to face. Collected data were analyzed by MS Excel and SPSS 16.0 statistic software. Frequencies and percentages were calculated for each question in the survey. The chi-square test was done in order to determine if there was a statistically significant relationship between the size of university, foundation date of university, district of university, their positions as a state or a foundation university and managers task in university or not. The data obtained by interviews quoted directly and interpreted. Result of the research shows that universities have turned into understanding of Anglo-Saxon universities and public funding is not enough for universities. Because of this, universities want to resolve resource deficiencies commercializing their services and products. Result of the research also shows that the shortcoming of the budget affects university components' university life.
