Abstract
Recent developments and changes in world economy have shown that small and medium-sized enterprises create the major dynamics for the economic progress. Understanding the structure of these small and medium sized enterprises so that new rules and regulations can be implemented to increase their competitiveness is an important issue in the new competing global market. Due to their high importance, each country, especially developed countries, establish and apply regulations that will aid the promotion, development and protection of small and medium-sized enterprises. In the economic integration process to European Union, Turkey must use the advantages of small and medium-sized enterprises to gain competitiveness in global markets. Today, the most effective method to reach that aim is to promote techological progress and innovation while investing on research and development The aim of this thesis is to show the importance of small and medium-sized enterprises in the Turkish economy and its integration with European Union (EU) during the negotiation process. In the first chapter, the present definitions of small and medium-sized enterprises are discussed. In the second and third chapters, present condition of small and medium-sized enterprises both in EU and Turkish economies are shown. The technology and innovation policies are described. In the last chapter, the deficiencies of the Turkish small and medium-sized enterprises and the necessary precautions to be taken during the harmonization period is examined.
