Türkiye için tamamlayıcı emeklilik sistemi model önerisi
Abstract
Yakın geçmişte birçok ülkede nüfusun yaşlanması ve istihdam piyasalarından kaynaklanan sorunlar nedeniyle sosyal güvenlik harcamalarının kamu maliyesi üzerindeki artan baskıları sonucunda emeklilik sistemlerinde reform seçenekleri tartışılmıştır. Emeklilik konusunda gündemde olan yapısal reform seçenekleri arasında, kamu emeklilik programlarının yanında tamamlayıcı emeklilik programlarının da sisteme dahil edildiği tamamlayıcı emeklilik sistemleri ön plana çıkmaktadır. Son yıllarda Türkiye'de gerçekleştirilen reformlar ile emeklilik sisteminin finansal sürdürülebilirliğinin sağlanması amaçlanmıştır. Önümüzdeki yıllarda emeklilik sisteminde ortaya çıkması muhtemel ilave reform ihtiyacı değerlendirildiğinde, tamamlayıcı emeklilik sistemlerinin yayınlaştırılmasının gündeme geleceği görülmektedir. Bu tez çalışmasında; Türkiye'de ihtiyaç duyulan zorunlu tamamlayıcı ikinci basamak emeklilik sistemi önerisi kapsamında, önerilen sistemin kapsam ve özellikleri, kurumsal yapısı ve işleyişinin nasıl olabileceği üzerinde durulmuştur. Ayrıca önerilen ikinci basamak emeklilik sistemi için belirlenen varsayımlar çerçevesinde aktüeryal projeksiyonu çalışması yapılmış ve önerilen sistemin sigortalıların emekli aylıkları üzerinde yaratacağı etki değerlendirilmiştir. Tez çalışması sonucunda, zorunlu tamamlayıcı ikinci basamak emeklilik sisteminin kamu emeklilik sistemine çeşitlilik kazandırarak emeklilik sistemi üzerindeki riski dağıtacağı düşünülmektedir. Ayrıca sistemin bireysel tasarrufların arttırılmasını teşvik edeceği, emeklilik dönemindeki refahın artışına ve çalışma dönemindeki hayat standartlarının korunarak emekli yoksulluğunun azaltılmasını destekleyeceği öngörülmektedir. Fonlu yapıda kurgulanan tamamlayıcı emeklilik sisteminde oluşacak fonların sermaye piyasalarının derinleşmesine ve sürdürülebilir ekonomik büyümeye katkı sağlayacağı değerlendirilmektedir
In recent years, due to the aging of the population and the problems arising in the employment markets, reform options in the pension systems were discussed as a result of the increasing pressures of social security expenditures on public finance in many countries. Among the structural reform options that are on the agenda regarding retirement, complementary pension systems in addition to the public pension programs stand out in the pension scheme. With the reforms carried out in Turkey in recent years has been aimed at ensuring the financial sustainability of the pension system. When the need for additional reforms in the retirement system is evaluated in the coming years, it is seen that the supplementary pension systems will be on the agenda. In this thesis, within context of Turkey compulsory complementary pension system proposal, the scope of the proposed system and its features, focused on how the institutional structure and functioning. In addition, the actuarial projection study of the proposed second pillar pension system and the impact of the proposed system on the pensions of the insured were evaluated. As a result of the thesis study, it is thought that the compulsory complementary second pillar pension system will offer variety of the public pension system and distribute the risk on the pension system. In addition, it is envisaged that the system will encourage the increase of individual savings, increase the welfare during the retirement period and support retirement poverty by protecting the living standards during the working period. It is considered that the funds to be created in the complementary pension system that is set up in the funded structure will contribute to the deepening of the capital markets and sustainable economic growth.
